Note:

The 9th Army was formed in September 1940 in the Odessa Military District. It participated in the occupation of Bessarabia in September 1940 and has remained ever since. Sometime between September 1940 and June 1941, it was removed from assignment to the Odessa Military District and place directly under the command of Stavka. The command positions for 9th Army will come from the Headquarters of the Odessa Military District. Although the artillery, armor and aircraft readiness totals for the Army are unavailable, please consult the totals for the Odessa Military District. In addition, the NKVD did operate some forces in the rear area of 9th Army, please consult the Odessa Military District for those forces. There were some Border Guards Detachements that were in the 9th Army area. They included: the 2nd (Kalarash), 23rd (Lipkany), 24th (Bel’tsy), 25th (Kagul) and 79th (Izmail) Detachments.
